The folks upstairs didn't like doing away with the image because they are dead-set on keeping the company logo. Even if the entire email wasn't blocked as spam, then just the images will be blocked. I tried to switch it over to all text because many webmail clients and Outlook are now stripping the images off by default and you have to approve them to see them, plus it looked bad on mobile phones and sends a lot of data with each email, etc. My company had been doing the same thing, attaching a personalized image for the signature (showing text for user's name, contact info, company logo) as well as two more that only showed text for our disclaimer/copyright jargon.
